CreaTV San Jose is a member-based, non-profit community media center that manages San Jose’s public and education channels on Comcast Cable and online.
Our mission is to inspire, educate and connect San Jose communities, using media to foster civic engagement. We fulfill our mission by providing the low-cost training and tools that allow San Jose residents and the businesses, schools and organizations serving San Jose to produce non-commercial videos that air on our TV and Internet channels for FREE.
Community Channel 15, Classrooms Channel 28 and Silicon Valley Channel 30, are viewable in 150,000 Comcast Cable subscriber households in San Jose and parts of Campbell. Bay Voice Channel 27 is viewable on Comcast Cable in 450,000 subscriber households in Santa Clara and San Mateo counties. All four channels are also available via live stream and video on demand on this website.
You may notice that access channels from other cities are on the Channel 99 U-Verse drop down menu, but CreaTV is not. Civic Center TV Channel 26, run by the City of San Jose, and CreaTV San Jose are opting not to provide our channels to U-Verse because the quality at which our channels are distributed is far inferior to that of broadcast channels. U-Verse doesn’t allow for access channels to be recorded using a DVR. Until AT&T treats access channels “as equals” with broadcast channels, we will not air CreaTV programming on AT&T. Now that AT&T is acquiring DirecTV, it may be a whole new ballgame. Stay tuned!
The short answer is, because Comcast isn’t mandated to give us HD channels and we cannot negotiate for them. State law changed in 2006, no longer allowing for cable franchise agreements to be negotiated at the local level. They are now regulated by the CPUC in Sacramento. Unfortunately, the new law does not mandate that cable companies provide HD channels for community television operations. CreaTV features HD content in online, and is exploring alternative distribution methods in HD.
Yes. Only CreaTV members have access to our video production facilities, equipment and production classes (select classes are open to non-members). CreaTV members use our HD studios, production equipment, and support staff to make non-commercial videos for our cable access and Internet channels. Airtime is free.
A one-year membership is $50 for an individual, $25 for ages 24 and under and $40 for seniors, age 65 and older. CreaTV also offers group memberships (up to four people) for families, businesses, non-profits and schools, which range from $100 to $500, depending on the type. You, the producer, own the rights to your video content. Your videos may be used for marketing your business or organization through other distribution channels including web, mobile and broadcast.

Before the state law changed in 2006, community media centers like CreaTV could negotiate at the local level for operating support. Long story short, we can no longer do that. We receive equipment funds through the cable franchise, but receive no general operating funds. We need to raise about $1.2 million annually to run four channels and operate all community media center services. Our goal is to keep equipment rental and class fees as reasonable as possible.
